A portrait of Ryan appears at the top and the text is surrounded by hand-painted pictures of scenes from Ireland, most pertaining to the area around Thurles. There are two pieces: The bottom piece has the proclamation and pictures. The top piece is a mat and cover with shapes cut out to frame the proclamation and the pictures.
